How cool! It’s more likely to be filet crochet, which is often used to form a mesh with filled blocks to make a design. Can’t tell for sure from the pic though.

I was about to say, yeah, that looks more like fillet crochet than tatted lace to me. FC is angular like that, tatted lace is more swirly.
