Looks like smoke to me. That's why I was thinking TMNT. I remember the first level is rescuing April from a burning building and the turtles are on a rooftop. But it looks like there's no long shot of the city.

I can't figure it out. The number of colors suggests NES era to me. 16-bit consoles would have, I assume, more colors. But I'm stumped.
