What areas to fill in with white thread?

What areas to fill in with white thread?

Okay! I'm stitching this project:

So here's my question:

I know I need to stitch white into the blue areas but should I stitch white into the green areas too? I can try to blow up the images if you'd like, I know they're small.

My reasoning is: The blue areas are part of a picture but the green areas are meant to be empty space. What are your thoughts?

I think the green area in the arm should be done, as its still part of the image, but i think thats it. Although the rest of it will make it look more 'whole', i think leaving it will make thw words and swirls 'pop' off the page.

Thanks! I didn't think about the arm in that way but you're right.
