I don't think buddies count as powerups.

Sure, Mario wears a Tanooki suit, but it's so gauche. Kuribo's Shoe is no simple powerup. It is fashionable attire, in a class of its own, and therefore ineligible for inclusion in the simple "powerup" category by dint of extreme awesomeness. Like if Luigi wore a monocle and top hat.
