I don't know of a program, but there's this site (click here) that lists RGB values and their respective DMC colors. I forget if this link was on the blog but its a good one.

Also, there's another site: DMC, RGB, & HEX Automagical Conversion Script. This one seems to run off of the same information in the aforementioned table, but it lets you type in a RGB value or DMC number and convert it without searching through the tables.
