This is the advice I found somewhere on this site. I put it in a word document but forget to write who it came from. It's great advice and I use it as soon as I post a pic here makes it so much easier to see. All credit to the original poster.

"I use photobucket, it's free, and post pictures from my computer onto there, then go under edit, for the picture I want to post, click resize, and under "preset sizes" I choose medium, and save over the original. (I choose medium because any size larger, and a part of the picture gets cut off in a spoiler tag, or you would have to scroll left and right without the tag, which is just a pain in the butt for me, I know, lazy) Then I just copy the IMG code for the pic from photobucket and paste it in the post I'm creating, and I use spolier tags now, which I think are one of the best ideas since sliced bread, and post the post."

You can resize pictures with Paint, too. http://www.jerrylabella.com/paint_how_to.htm
Don't forget to rename the resized version of the pic because you don't want to replace the original big one.
